Select "Image" / "Rotate Canvas" / "Arbitrary". You can enter a decimal degree amount to rotate the entire picture and make the horizon level. You'll end up having to crop a little around the edges to make the frame horizontal again, though.

I'm the worst at having horizons about 2 degrees tilt, usually with the left side of the horizon lower than the right (as in your original pic).

By the way, lovely pics, and both subjects photography nicely.

Hi Sandi, I just use the crop tool in PS.....I dropped the crop in the frame and expanded it out using the mouse, then I took the cursor outside the square and at the top a little double-sided rocking arrow appears. I then just rotated the arrows to the desired angle and then finalised the size and hit enter, all done. As you can move the dotted square in and out at will it's easy to bring it down to the horizon so you know the angle is right, then just take it back up again.

Skade,
Make it easy on yourself. Select the measure tool. Draw a line across the image following the water. Select Image>Rotate>Arbitrary and the degrees needed to level the line will already be entered for you.

Very nice stuff BTW - and your daughter is a great model...

Not sure in Photoshop, I use Paint Shop Pro. But there is a "straighten Tool". I'm sure photoshop should have a similar tool.

Just found this in Photoshop elements2, which I have and don't use.

To straighten and crop the image, choose Image > Rotate > Straighten and Crop Image.
Note: The Straighten and Crop Image command may not produce good results if the edges of the rotated scan are too close to the image window boundaries. In this case, you can use the Canvas Size command to enlarge the work canvas.

To straighten the image and leave the canvas size the same, choose Image > Rotate > Straighten Image. Using this command results in an image with a transparent border at its edges.
Hope this helps.
