I think just because a promoter or organization rents the track for their event, it doesn't negate it being a drag race. In drag racing, a number of real competition events are track rentals. At our local track, the biggest motorcycle drag race in the region is a track rental, as are several import races and a Pontiac race. Same goes for some-heads up "street races." They aren't just out having fun; they are in serious competition with a real purse. I think the Top Fuel Pushrod Harley guys would be surprised to know they weren't at an actual race event.
