Should I use the technique of expose to the right even if I'm shooting JPEG?

Expose to the right is really designed for RAW where you "overexpose" & can correct the exposure before conversion.
If you mean my term "Shoot to the right" in here, Need an exposure crutch? , then yes, you can do that, especially for a shot with bright highlights.

Expose to the right implies pulling back the exposure in post processing to reduce noise and maximize dynamic range.

Shooting jpeg is presumably intended to be able to take images straight from the card to print without having to post process.

If you are planning to adjust exposure in post processing by design, then there is no advantage gained by shooting jpeg and plenty of disadvantage.

My thinking is that, if I am shooting Jpeg, I want the exposure exactly where it needs to be. If I am shooting Raw, I want the exposure to produce the best file I can get for the post processing I will do to it. To me, ETTR is for Raw shooting only.

No, get it right first time with JPEG. Expose to the right with RAW.

You need to understand a basic difference between RAW and jpg (or any other RGB format). RAW data from the sensor is in linear space. Because human perception is not linear, part of the conversion to an RGB color image involves the application of a gamma curve (usually gamma 2.2). Moreover, RAW is 12/14 bit and jpg is 8 bit. Pulling the exposure of linear RAW data is a relatively simple process of division, but doing it after gamma correction and in lower bit depth limits the amount of tonal adjustment that can be done without loss of quality.
