If I am shooting Raw, I want the exposure to produce the best file I can get for the post processing I will do to it. To me, ETTR is for Raw shooting only.

RAW data from the sensor is in linear space. Because human perception is not linear, part of the conversion to an RGB color image involves the application of a gamma curve (usually gamma 2.2). Moreover, RAW is 12/14 bit and jpg is 8 bit. Pulling the exposure of linear RAW data is a relatively simple process of division, but doing it after gamma correction and in lower bit depth limits the amount of tonal adjustment that can be done without loss of quality.
