Schagen, unless it is really windy up where the clouds are, you are going to need quite a bit longer than 4 seconds. Probably more like ~2+ minutes.

You'll need decent cloud movement and at least 25-30 second exposure time.

What filter are you using? Is it a 10 stop ND or an ND grad? If its an ND grad it may not be offering enough light blocking power for you if you are finding your exposures too short

As said, 4 second may be enough to smooth the water a little but nowhere near enough for cloud movement. Obviously it depends on the wind/speed the clouds are moving but you do need at least 30 second. I think mine above was several minutes. I didn't have my 3 stop. Used the 10 stop & balanced it out with a 2 stop ND Grad [as usual]

It's a 10 stop ND grad. Maybe the clouds aren't moving quick enough? I know that the exposure with this image isn't long enough but when i do use a longer exposure I find that the image is over exposed so I thought maybe I needed to take the image maybe 15 mins after sunset?

out of curiosity - anyone do a 10 -9 stop shot with a fisheye?
if so - would you mind posting
and comment how you got around the bulge of the lens
if not - why? because of the shape of the front element?

Having shot at sunset a lot with a 10 stop, if you were at ISO 100, f22 and 4 seconds, I don't think you have a 10 stop ND filter. With a 10 stop I would expect that exposure to be in the minutes at f22, not seconds.

What make and model filter is it? Have a picture of it?

There are special holders out there to use with fish eye lenses, or lenses with large front elements that protrude from the face of the lens.
