Naming convention is weird, but you'll figure it out. "Weird" as in "there isn't one"! For some manufacturers ND10 means 10 stops, and for others it means a factor of 10x in light blocking (which is just over 3 stops). You will also see some where the number is the exponent of 10 that indicates the reduction in light, so that ND 3.0 means 10^3 (1000x, or about 10 stops). In astronomy, that last one is the standard, so that my solar filter is ND 5.0, or 100000x (just over 16 stops).
