For sony users theres the smooth reflections app for the A7 cameras (maybe nex and dslr's too) that does exactly this. A couple of years ago, I knew a guy who did this using Imagemagick. Apparently it reads video files so no need to extract frames into separate files. I never tried it, but now that we have 4K it might be worth looking into again. Don't know if the software is still around or updated either. The Sony app is also old tech, kind of like Canon copying something that was done in Magic Lantern years ago. Fotostream
