If you want to go cheap, don't go below a 10D. I would not buy a 10D, either. You probably won't find a terrific deal on one, and it has some lens fit issues. I don't remember offhand, what they are. Depending on money, I would consider the 40D for live view, and automatic sensor dust removal. The 1000D is really inteded for people who don't really know if they want to use a DSLR or not. IMO and I'm sure many others would agree even the older Rebel XTi is a better camera then the XS, it doesn't have so many important features stripped down such as AF points and FPS in RAW.
