I suppose it could be light fall off, but it doesnt look like it. Could be web compression too, but it looks like brush strokes from an editing program. Could be my monitor, but if not you will deff see them when you print. Almost like a halo around him of brush strokes, like you tried to darken the blacks. I dunno, I am no pro and far from where you are in talent......
