CS4 files saving in wrong location

I am having a vexing problem with CS4 when I open a file (using Bridge) and save after edits in Photoshop the file saves in the folder that it was opened from. That is good. If I open a file as a smart object or a stack of files or a panorama CS4's save defaults to the last folder to which a file was saved. Of course I can manually redirect the save. What have I done wrong here? Is there a preference for saves I have not found?

I only ever use "Save As", it lets me decide where I want to file it, rather than where Photoshop wants.
