Any one of those programs you mentioned will allow you to resize your image. What problem are you having in trying to resize the image?

To resize using PS, open the image and then click on "Image" on the menu bar, then select "Image Size..."

HOSTED PHOTO
please log in to view hosted photos in full size.

In the Image Size window that pops, up, change the pixel width or height of the image to what you want. Make sure that "Constrain Proportions" at the bottom of the window is checked so that the aspect ratio is maintained when you resize the image.

HOSTED PHOTO

Click "OK" and then save the image file.

When you are done resizing.....click File/Save for web.....adjust until you get the file size down to about 70K or so....
