There isn't any heavy dodging & burning, it is just the reflections from the buildings from the opposite side of the road ... :)

I think Paladin was referring to all the artefact halos along the top edge of the roof, around some people and all throughout the sky. It looks like the image has been way over HDRd or had a huge amount of clarity applied.
