For me it doesn't work.... but you'll get there if you keep trying.
I say that as someone who has only one decent shot of that bridge, taken at low tide from under the bridge.

Getting THE street photo of people on that bridge, without blocking out important architectural detail is so hard (at least for me - I have been trying for ages). IMO the issue is that the architecture is so strong that it needs a really strong street photo to fit with it. I think you are really on to something with umbrellas - strong, graphic shapes..... you are def on the right track but for me this shot doesn't quite do it.

Luckily it isn't as if it won't rain again in London.

I don't know anything about this particular bridge but in looking at some of your other pictures, they are all very similar in that the contrast is so high the blacks are crushed and there is a great deal of loss of detail in the shadows. Even the just slightly darker areas are darkened to the point of nearly disappearing.

Maybe this is just something that you like, which, of course, is fine. But it seems to me that you are sort of eliminating elements of the picture that might otherwise add to it.
