I'm not wild about this shot for a number of reasons, but it is a study in observation: diametric tonality, I suppose. Look at these two woman, left vs right.

Topcoat (slung on chairs): dark (left), light (right)
Top: light (left), dark (right)
Pants: dark (left), light (right)
Shoes: light (left), dark (right)
Handbag (slung on chairs): light (left), dark (right)

Whatever the reason (coordinated, coincidence, alignment of the stars, comic book foes), it's weird.

[Raising female hand] It looks normal to me. They have the same sense of how to put together an outfit. From the body language, they're friends (or sisters/cousins/collea​gues/classmates), so they float in a shared milieu. They may read the same fashion magazines if any. Practical considerations may enter in. For example, if it's cold and you have one warmest coat and just one pair of boots, you might start from there when choosing garments.
