Simply a B&W "knockdown" in LR.
- Change from Color to Monochrome
- Lower the Blues (darkens skies as well as adds contrast to shiny subject through reflected blue skies.)
- Raise the Oranges a little (we get good reflective light off airport ramps and desert dirt .. this one also had some on-camera fill flash at work.)
- IIRC, there's about a 10% "Tan" tint to the highlights and a similar value of "Blue" tint to the shadows via the Split Toning sliders.
- Sharpen "Aggressively" 50 / 1 / 40 / 0 to really get the panel lines and rivets to pop.
I don't have an "actionable" formula per se. I just tweak 'till I'm happy.

wow, well it looks great. I like this one a lot. It reminds me of Parker Pfister's duotone (he's got 4 or 5 but one that is similar to this).
