If you're with a client you should do the research ahead of time and get all the required permits. I once saw a photographer, bride and groom, decked out in white dress and tux, get escorted out of Brooklyn Bridge Park for not having a permit. I felt pretty embarrassed for the photographer.
As far as personal stuff goes, just shoot and worry about apologizing later. If private security is a hassle, ask where the property line is and take one step back over it
Yup, you'll need permits to do any kind of commercial shoots including weddings at parks, etc. I would DEFINITELY get a permit if it was a paid shoot like weddings and such. I think something like an E-session, you can probably sneak that in because it's not too obvious. (i.e. no wedding dress, guests, etc)

. You should never have to delete photos with anything short of a court order. Glad to hear you recovered them.
I like option 2 also: make a new empty folder, then hit the review button on the empty folder.
Yeah, I know it's crap. Yeah, I know my rights. But I just don't have the energy to get in to it with the authorities and I know I can always recover the photos later. If the photos were that important, I would have deleted the photos, then switched cards so I wouldn't write over sectors.
