Managed to get cheap Amtrak tickets to D.C., shot the National Cherry Blossom Festival this past weekend.
Cool. I went a few times and it's really nice during the festival.

From all accounts, the unmarked cars did have sirens, the undercover cops did have badges around their necks, etc. Of course I wasn't there so I don't know but according to the link you provided that was the case. Overkill? Sure. But the fact remains she broke the law then proceeded not to stop when ordered to stop. Bad things tend to happen when you don't stop when a cop asks you to stop. I hope this doesn't end up in a lawsuit because in the end we end up paying for crap like this. It will. It was excessive. Instead of a cyclist, just imagine this person was jaywalking. This wasn't at night on a dark deserted street. Gimme a break. I been hit twice by cyclists when I had the light. One years ago was going wrong way on 8th avenue. I had just picked up my hockey skates from being sharpened. He ran right into me. And to make it worse said to me, "why don't you watch where you're going" when that f'er was in the wrong and my knee was injured from his carelessness. That caused the then 21 yr old wild and crazy me to swing my skates and hit him in the head, knocking him on his ass. I then limped away and said no u watch wr the f u going ahole

There was even an article about an officer visiting the home of one of the offenders and to apologizing writing the ticket. The offender was just an older gentlemen doing few laps in the park. Not defending the NYPD at all. They certainly have their share of mishaps and corruption, just like any other city agency and I am sure you can bring up other stories ad nauseum. But the fact is, this lady ran a red light and it SHOULD BE end of story. Unfortunately in this country, it's not. To me, that's more of a waste than some of the stories you brought up.
