I'm sure this has been discussed before, but what's the quick answer? I've searched to no avail. When you add a picture to your computer background, it gets incredably dull and the colors change drastically. Is this a colorspace issue or something else?

Yes.
For windows XP, convert to monitor profile (which will not be constant) or use sRGB.
