can anyone tell me how this person set up their lights and what kind of lights i need for this. is it a strobe?

Nicely exposed for sure. Ok, perhaps a bit hot. ;)

I'm no expert, but I would think that you could get close to this effect with three strobe lights on the subject. Huge softbox in front and slightly above with kickers slightly behind on each side.
