How do I get the person to be clear and still be able to see the sky with clouds?

I'm having trouble trying to take a picture with the person to be clear and the sky with clouds. If I set the settings too bright, yes the person is clear but the sky is white, and if I set the settings too dark I can see the clouds in the sky but the person appears to be too dark. Is there anything I can do to take both the person and sky correctly without using the flash? I'm new to this...

shoot with the sun behind you or in manual camera and flash

I'm assuming you want to have the photo effect as to something like this?

As the photographer has stated, he exposed for the sky and used his flash as fill. It's a simple concept to understand, yet very difficult to master. His photos are amazing!

And as the previous poster stated, to have the sun behind you, so the light in the sky doesn't drown out your subject.

yes! just like that. how do I exposed the sky first and then use flash as fill in?

to be honest, I'm not exactly sure which method he used to properly expose for the sky, but if I had to guess, he most likely took several photos of the sky and locked in the setting it was on (shutter speed, aperture, ISO, exposure compensation) and then took the photo of the couple and used fill flash.
I don't know the power setting he had on his flash, but once again... if I had to guess, he used a fairly strong (1/1, 1/2th) power.

Put camera in "Program" mode.

Take a picture. Look at the seettings (shutter speed, F stop)

Put camera in "Manual" mode.

Input the settings you saw.

Turn on your flash.

Take photo. Look at subject and adjust flash (Flash EV) if necessary.

Expose for the sky to your liking, and then light your subject with flash. Flash is the most under used tool in photography outdoors.

Manual mode
ISO 100
Set speed to 1/250
Point the camera at the sky (Partial metering is best for this) and adjust aperture until the marker is at +1 to the right of center.
Open flash
Shoot
