meaning someone is in the penalty box and so there's less team members on the ice? Or do they get to get the puck at a certain spot on the ice or?

That's right. When a player recieves a penalty, and sent to the penalty box. Their team plays short for the length of the penalty (most are 2 minutes). That team playing short is on the penalty kill. The team with the advantage plays full strength until either the penalty expires, or they score a goal.

The only time the puck is spotted at center ice is for a penalty shot. Then it is a one time thing, the one shooter against the penalized teams goalie. A penalty shot is awarded when someone on a breakaway (going in with only the goalie in their way) is hauled down from behind.

To my friends to the north east you have a serious storm forming. We do too but ours will be mostly wind damage. You guys up there are slated for lots of snow with the wind.
