Not always..

I read this article with interest.. I have a G10 bought in Australia.. I live in Laos naturally surrounded by Asian faces,, some of my best friends are Lao.. What I've noticed if I have two or three people of mixed races my G10 will usually lock focus on a Caucasian face first.. If I'm photographing an Asian person it takes a bit longer to lock focus than on a Caucasian face..
