Definitely has to be the best time of the year for night photography.
Crystal clear night with minimal wind and cold enough to freeze the nuts off a brass monkey.
Taken just after sunset and no those are not burn marks they are stars.

Yes they are the new apartment complexes down at the docklands.
The casino is further back from those buildings.
