But I find that the Roxio Creator 2010 program I use is more than sufficient to convert, clip, and add basic stuff for my usage. Julian

You can go down to 720p or 640p... but you're restricted to 50fps PAL or 60fos NTSC... so not ideal for people who want 24p.

I've been using Pro for a couple of years now, but before that I used the Studio version for a while and it's very powerful for a budget program and does much of what Vegas Pro does for a lot less. It's a nice little suite with video editing tools, DVD authoring tools, and (depending on version) even some basic tools for adding customized music to your videos. Make sure that you get the HD version if you buy it, they make a few different ones based on features (in different colored boxes). The most expensive one is around $120 I think, so still not too bad. If I'm not mistaken, the middle of the road version is the first one that will edit HD video, and it's around $90-100.
