Looks like one of those selectable nozzle garden hoses to me, but being several inches across makes me believe its a wheel hub or some sort using the Bolt as the axle.

Not garden hose related. Not a wheel hub, the bolt is the axis around which it rotates though.

An engineering company, doing environmental cleanup and software application design (for applications related to the rest of the job). But that is in no way related to the photo.

Another clue. In the top left and top right you can see an opening. On this particular device there are 7 such openings, but similar devices may have between 4 and 7.
