Looks like some type of device used to roll up up a fabric of sorts (hose real maybe). The (two) parts at the left (at 90 degrees from each other) appears to be a handle of sorts that could be used to roll or crank whatever the blue thing .

Almost looks like the thing you use to roll up your roll of toothpaste as it is used.
