any other hints? Is it used in the kitchen or out in the garage environment?

We know it cuts and is a little under 3/4" in diameter (little over 1.5cm for those of you in the rest of the world).

and its not:
scissors
drill
glass cutter
propellor
Dremel Tool
a punch cutter for rivets or aluminum
paper punch
a pizza cutter/wheel
a pastry cutter?
bagel slicer
can opener
blender blade
bobbin holder (sewing machine)
rolling scissors
tool for replacing/installing the spline in window screens
Die cutter
leather cutter
or a knife sharpener
