Boeing 787 coming to SCLA/old George AFB?

Anyone know when or even if it's coming? My folks live right by there. Only about 15 miles away. Where are some of the best vantage points or the best spots to park in? I drive a small SUV so I can climb up on my car and see over fences and stuff. I've driven by it a lot, but have never actually been able to stop and spot. I know it's a plane graveyard and they can be pretty unfriendly to photographers.

Pretty sure I read somewhere that they were bringing it there for "high desert" testing...
