Note, that link was for Photoshop ELEMENTS 8.
If you are using PHOTOSHOP 8 (or more commonly known as CS) that plugin won't work.

Now I

downloaded Photoshop Elements 8.0
opened ".zip" file with WinZip
installed CameraProfiles

here I need to navigate to directory
C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 8\File Formats\

I don't have the subdirectory Plug-Ins

My path to the folder for the raw plugin is C:\Program files\Adobe\Photoshop Elements 5\files formats\

and I think I do not have Photoshop Elements 8 software.

In Photoshop Help->About Plug-In-> Camera Raw message box appears Version 2.0

Where can I find Photoshop Elements program in my computer
or from where can I download Photoshop Elements 8 ?

What version of Elements do you have?
It should probably show on a splash screen at startup.... or once in go to Help->About. (NOT help->About Plugin)

As a side note, you can use DPP which likely came with camera (what are you using?)
RawTherapee is a decent FREE (donation-ware) raw converter.

Use these to make adjustments, then export a .jpg or .tiff, then open them in your pixel editor. (Photoshop, PS Elements, Gimp, Picasa, etc.)

Edit... oops, just realized you are shooting with a Nikon, so forget the DPP comment. (But it looks like RawTherapee does have support for the D80... worth a try!)
