It not only counts, it is in my opinion the best time to shoot night scenes: while there is still some color in the sky. Most photos taken after the "Blue Period" that follows sunset tend to end up with big, black voids where the sky should be, and then, more often than not, the balance point between the ambient and artificial light has long passed. You hit a good balance here and got a great combination of warm and cool hues, which is the real reward of nailing a Blue Period shot. One thing you might consider doing next time is bringing along a flashlight, maybe gelled with 1/4 or 1/2 CTO, and adding a little light to the signs by 'painting' them with the flashlight during those 16 seconds of exposure. They're a bit dull in the mix here, and some extra light could up the 'punch' a bit. You'd have to be careful to avoid clipping any highlights, but it's worth trying, at least.
