It's quite a challenge. The trouble is, nobody knows why you blurred the image unless you say.

A photo taken at the time you're talking about would have used film with focus at infinity. That could be a starting point. Then you could age it in PP, but the result might look as artificial as the sepia.

a place called the Shack Up Inn, about 15 minutes south of Clarksdale Mississippi (three miles from the legendary Crossroads, Highways 49 and 61)

on the grounds of the old Hopson Cotton Plantation. the lodging is in renovated share cropper shacks and grain bins. lots of delta blues going on down there all year 'round...
