Noobish Question About Killing Ambient Light.

Is there a way to shoot outside, when the sun is at it's highest and kill the ambient light and just use the flash? I so know that this has to probably be one of the most dumbest questions, but I just had to ask. I figured if I didn't ask then I would never know. I was just curious if this was possible. Thank you for your time.

Get a really powerful strobe, a hotshoe flash wont do it.

f/22, 1/2000th and flash set to high speed sync? Just guessing :)

You want it to look like night time outside but during daylight... Is that right? In a recent forum, Nick Jushchyshyn provided a good example of that sort of thing.
