Depends what you want to achieve, but a basic program is the Windows Movie Maker bundled with Windows. Fairly easy to use but pretty limited.
I use Adobe Premiere Elements which has a lot more functionality and you can buy/download things like filters etc (like photoshop) that will adjust the effect of the movie (i.e. sepia with random dust spots for the old fashioned look). Takes a little to get used to but its fairly intuitive - just like the first ever time opening up photoshop and wondering what to do to edit a photo.
Theres probably others but I'd recommend those two.

For video, I use Adobe Premiere Elements too. I have edited movies with Windows Movie Maker (free but not a lot of features and painful for exports), the first version of Adobe Premiere and Adobe Premiere Elements v7 (which has more features than that first Premiere release ).
Once you get used to how the software works, it should do everything you want. Also
Elements software is reasonably priced for what it does. But yeah, you will likely have to refer to the help a few times, because it's a bit bewildering at first.

Thanks for these recommendations guys. I just have a few fencing clips I want to merge into one and drop some boring bits. Will let you know how I get on and I'm sure I'll have more questions soon.

evening folks - just back from a light painting session with Jno, it mainly involved running around the industrial estate where his office is!
will try and post a few pics up in a mo' - we really should do an en masse meet for this - it would be awesome with everyone making light art!
