I am hoping someone can provide some insight as to the type of bird this is.

Following a big winter storm in Halifax, this little guy was found in a puddle of water.

Any help would be apreciated

You should call a local wildlife rehabilitation center/professional immediately and make sure this bird is cared for and released as soon as possible.
