CCW for most of CA is nearly impossibe to get. So if he has one he is either off duty/retired cop, carries one because he is a courier (jewels or cash) or has applied and gotten one. It is not impossible for security to get one, but at least in the Bay Area / SF / SJ it is nearly impossible to get one. And costs at least a grand to even apply.
These security officers are way off base. The CA Powers to Arrest do not include trespass. The ONLY time a S/O can effect an arrest is when he physically see's a felony take place in front of him. The only exception is for loss prevention. The arrest must be made as a citizens arrest, and then must be turned over to the local LEO's. If these are unlicensed guards (quite possible if the work directly the production company) the company must have some serious liability insurance. Most security guards cannot get CCW's without some serious training, background checks and licensing. It requires exposed weapon training/licensing/ and then more hours of CCW training, firearms safety course, handgun safety course and then quals every 6 months. And of course it costs a fortune.
These photographers were on public access land, and so under no legal requirement to comply with private security orders. Private security can only work on private land. Now the photographers have several options.
1. Have the security officers arrested for assault and battery under the cover of authority. This requires that they go down and file complaints against the security staff. Then the DA HAS to respond. Anyone can file criminal charges against you it does not require the DA.
2. Have the officers carrying any weapons, lethal and non lethal produce their licenses on the spot they are required to carry them at all times. Once you get the names of the officers involved you can check their license status on line and file complaints againt them with the State of CA Bureau of Security and Investigative Services. Any complaint will get investigated and could get their licenses yanked. IF they have no licnese and are not full time employees of the company that was putting on the event, then that just adds another felony.
3. Hire an attorney, have them served for civil rights violations, both state and federal. Include their employer, and any parent companies.
