Clip Art/Framing for Photos

I have seen some folks using clipart or something like that as "framing" for their photos and I think it adds a good bit to indoor portraiture especially. They are artsy designs or flowers that swirl around the edges of the photos and are overlayed on top of the original background. One example I found was at Soul Prints Photography. I am not sure if this is a photoshop effect or something else and was wondering if anyone else did anything like this? I am trying to figure out if it is a Photoshop effect or if they are using clip art and if it is clip art, what some good sources would be. Any help is greatly appreciated.

There are pre-made frames/borders that can be purchased as actions for photoshop and some free too. Many people create their own in Photoshop and use various brushes. There are also templates out there for purchase or downloadable freely.
