random effect, how can i recreate it?

so i was changing the desktop background on my computer when all of a sudden it completely changed my photo and gave it this weird effect. i was wondering if someone out there with their mad photoshop skills could tell me if this effect is even recreateable in photoshop. thanks a bunch

In Photoshop, use a Gradient layer adjustment, and play around with the color palette and spacing of the gradient. I am sure there are a bunch of other ways to get similar, spacey effects.

This is as close as I could get to it.

make a curves adjustment layer and make the curve look like a sine wave. the more peaks and valleys the more color rings you will have. This used to be a preset curve called solarize.

then you can do a hue adjustment layer to tweak the colors.

Edit: Right, or you could just use Filter>Stylize>Solarize. I didn't realize that was still in there. Not as much flexibility but it gets the job done quickly.
