That's a freefall lifeboat.
I hope it counts as an emergency vehicle. It takes you from 'A' to 'B' in an emergency situation, very quickly

I note it is located for quick access directly from the bridge, for last ditch emergency action. Yes, that would be an emergency.

The Captain and crew finally got their stuff together, now if we can only remember where we left it.
