Is this noise caused by not covering the viewfinder fully?

next question though is with the long exposure noise reduction would it have any effect under less then 1 second exposures?

I metered a normal exposure. I then added the 10 stop ND filter. The normal exposure was in the 1-2 second range. Add ten stops to that and you get about 30 minutes.

What I mean is the camera does a long exposure black frame for the same duration you did the photo for. SO if you are doing a 10 minute exposure, after you are done, the camera locks up for 10 minutes and does its dark frame. So it can be annoying out in the field if you want to do multiple shots.

If you are going to do a 30 minute exposure, I would suggest doing multiple exposure of 5 minutes each in succession, so 6 photos total. Then use an image stacking program to put them together. You will get much better results without so much noise. This is what the folks who photograph star trails do.

After seeing the results of this I definitely agree. I'll probably give it another go here sometime!
