Can someone recommend a basic, inexpensive hand-held light meter? I am looking on ebay and need a recommendation on where to start.

What's your budget??

I like my Sekonic L-358 which is both an available light and flash meter.. You can pick them up for around 250-300 bucks..

I don't think $300 is inexpensive. I was thinking $100 or less. Is that possible? Used is totally fine. I just want something that can help get better results than the reflected meter in-camera.

Not $100 or less. But I started with the Polaris It is pretty accurate. It can be calibrated. So if your personal taste is say a half stop bright, you can set it to read a half stop bright. Then just match your camera to the settings shown and you are set. This is also just about the only feature on the meter. It is as bottom level as you want to get. It is about $130. Actually I still have it here somewhere.

Gossen Digisix goes for 150$ on eBay, and is one of the smallest i have seen. I am too interested in a budget solution and currently i am looking at the Digisix as the most possible candidate for my purchase.

How do you expect to use the meter?

Do you want it to measure light from flash sources?

Do you want to be able to use it for reflected and/or incident readings?

Do you anticipate needing to take readings over a very narrow angle (as in what a true spot meter can do)?

I strongly suggest the Sekonic L-358 if you want to have a versatile meter that will work for continuous and flash lighting and even show the ratio of flash sourced light to continuous light. For spot readings you would want an accessory for the L-358.

Look on the used market, for Minolta or Gossen or Weston or Sekonic
I sold a Minolta Autometer IVf for $145 on POTN
