professional editing system such as Final Cut, Premier, and Vegas all have effects or plug in you can choose from. but don't tell me you just want to add vignette to your vids....

composition and coloring are two important criteria in a video.

Think you are mistaking the above question. You can indeed process video though Photoshop, but you need to use a program (like premiere) that will frameserve and export each frame to Photoshop and then get it back from Photoshop. Considering how much time and expertise you need to do even simple things that way, better just to get/use AfterEffects.

This will show you just how cool AE is.

Yea, I didn't say you can't process video through Photoshop, it's just not great for it. Maybe I wasn't clear enough- I've tried to use Photoshop's animation capabilities to manipulate video (without putting it through a different program) but it's not intuitive and indeed found that AfterEffects is much better. I think we're pretty much on the same page.

I know this is off-topic but thought I'd let you know that you can get a cool custom url for Vimeo and not have to deal with user/123456.

I don't mean to sound rude, but maybe what you think is rudimentary video, I might think of as adequate. I want to be able to apply actions to make the vid have have a certain look. I will need after effects or something else to do that?

I think you might want to check out Adobe Premiere Elements (external link)

It might offer the basic functionality you're looking for.
