Bird ID - juvenile bald eagle?

I think this is a juvenile bald eagle, but not sure. The reason I am suspecting it is an eagle is that there were at least 3 more adult bald eagles in the same general area. This little guy was clumsy walking on the branch and I enjoyed watching him/her. The birds seem to have been attracted by kokanee salmon spawning in the nearby river. What I don't understand is the time of the year - salmon spawning usually takes place in October in Oregon. I saw a lot of fish turning bright red color and many looked ready to die. The eagles flew very low just above the water, and few times, I thought I could touch them... It looks like they will be in the area for a while, so I will keep going back and hope to get some nice captures...

The following pictures are mostly for identification purpose... it was dark when this guy landed on a tree and I had to set ISO at 1600 in order to get a decent picture.

Yes indeed it's a juvenile Bald Eagle. Nice shots.
