Whats this called? (noob alert!)

I recently purchased these old Smith Victor light stands through craigslist and im not too happy with them :(
They are not quite stable and the connector that holds the pipes together is broken (what else can you expect from stands bought for $15 a piece)

Anyway, what do you call these clamp thingis and where do I find them?? I need 2 of them cause both my stands have this problem..

Apparently, it's called a "collar", at least that's what Smith-Victor calls it:

You might want to get in touch with the SV parts department to see if they can still provide parts for your particular stands.
