The Piggyback Ride

Now, I'm relatively new to shooting birds, but I was taking some shots at the beach this weekend and I came across these guys and figured it warranted a couple of shots. Now, I would assume that this mating behavior, but I couldn't believe how long he just rode around on top of her without, you know, mating.
