We've all seen the shot..
Model on street with lights wizzing past .. blured.
How does one achieve this? Rear curtain flash or creating a composite?

If exposure is long enough, it really doesn't matter if it's second or first curtain flash or even just flash in between. PhotoSI

It can be done. It's even easier if they have a reference point, like a hand on the car. FrankC - 20D, RAW, Manual everything...
