Sea horizon (does this work?)

The concept was to replace the sky with the sea by using the sea wall and breaking surf as the horizon. The chairs in the foreground are about 5m (15') above sea level and the palapas just behind them are on the lower level. I thought the concept had some merit but I'm not so sure now.

Q: Was this ill fated from the start and/or is there something that could make this concept work better?

Agreed.. The picture needs an ending.. Right now it looks like a title wave is about to make lunch of the chairs.
