Since it's directly overhead and 4:30 in the afternoon, I thought I'd see if I could get any kind of decent image in broad daylight. Here's the before and after some aggressive black point pushing.
Verdict: Good not great. Best wait till dark!

Edsport - I've tried a few noise reducers and I use Dfine 2 from Nik software. The default setting works pretty well (which is what I used here) but, if you're willing to play with it, you can bring about a big improvement in almost any image without making it look too pasty. Rick
