Picture quality wise, no the 5D2 is slightly ahead. Although If the T2i is anything like the 7D, it is better (or at least on the same level) than the 5D2 in certain aspects regarding IQ.

But really, the only major advantage the T2i has is capability of 50/60fps, which can come in extremely useful from my experience.

The T2i is apparently almost identical in video quality to the 7D. Both the 7D and T2i are crop sensors, so you'll have slightly less shallow DOF, and slightly less low-light capabilities compared to the 5D2. Note the word "slightly" on both. So sure, apples to apples, the 5D2 may come out slightly ahead. (with the exception of 60i, which the 5D can't do at all - if you're after slow motion, the 5D shouldn't even be considered)

That said, its around 1/3rd the price of the 5D2 and around 1/2 the price of the 7D.

It does apparently suffer from the same overheating issues as the 7D. But if that's the only issue... for the money, you could buy 3 of them, and switch em out when one overheats. heh (edit - some people don't have any overheating issues at all - I guess it depends on who you ask)

If you want to know about the video capabilities of any HDSLR, and interestingly how they compare to the industry standard stock, then watch these.
They are a bit over the top and pretentious but all in all a good insight into the strengths/limitations of the newest video stills cameras.

It seems they are all very similar to be honest (except maybe the Panasonic).
The t2i doesn't feature much, but the 7D is almost identical.

The only difference is a smaller sensor so a little bit less of rolling shutter issue on T2i but 5DII wins hands down.

60p on a 24p timeline is a beautiful thing...but the 5dm2's ability for an extraordinary narrow depth of field is really handy if you like to use that...it depends on your needs. Disabling AGC on the 5d is also a crucial consideration, if you're not using an H4n or whatnot.
