Looks like Lantana.
That's a weed of national significance here.
If so it needs reporting. It is an invasive and ravenous pest

Avondale, you could be right!! Lantana is a curse for sure.
It is interesting that it seems to be part of a corporate Head Office landscaped garden!!! Which makes me wander..........

Edit.. I just checked google images "lantana", confirmed that is. Interesting, will have to let them know as it could end up everywhere very quickly.
