Absolutely, as long as it has been stored in a negative envelope and is relatively free of dust and scratches.
Take the negative to a high quality photo lab that will do a high resolution scan on a proper negative scanner. The resulting jpeg will be around 35 MB in size from a good scanner. Also note that if you get it scanned as TIFF (lossless) it will be several times this size but you'll need a decent computer to be able to post process it.
You'll end up with an image with a ton more resolution, detail and dynamic range to start with. The colors should also be better, but if the negative is old you will still need to do some editing in Photoshop since there will be some fading and color shifts.
