Buying both CS5 and Lightroom at the same time is quite a plunge?
What software have you been using before now for your Raw files? What software have you been using for retouching? Do you have any experience with earlier versions of Photoshop or Elements?
There are many Actions and plug-ins out there for Photoshop, and numerous plug-ins and "presets" available for Lightroom as well. The "favorites" do tend to cost money -- special software for noise reduction for example, or for photo retouching for say portraits, or for special "styles", so when you see people referring to a name such as Nik or Noiseware or Portraiture they are referring to commercial products that are developed to plug in to Photoshop and in recent times have also been developed for Lightroom. If you just take some time to read the threads in this section you will see them mentioned over and over again.
As far as free plug-ins and actions and Lightroom presets, you may get your best results by googling, say "lightroom presets" or "photoshop actions", etc -- there are Web sites that offer this type of thing for free and others who offer free trials of their commercial software.
You can use the search engine here as well -- type in those terms and you will get threads of discussions about such things.
One thing that can help is if you post a specific question with, if possible, and example. For instance, people take one of their images and work on it then wonder how they could improve and they post the image here and ask for suggestions, and people are happy to chip in. Or, you may encounter an image online -- forum rules don't allow you to post other peoples work, but you are allowed to post a link to that picture and you can ask for ideas of how to achieve a specific effect.
